Questions
Somebody says that Scientists ask "why" and Engineers ask "why not?" Maybe the section could be expanded, I was bored this day, so I came out with a few myself.
Scientists ask why

Bosses ask how
Business People, stockbrokers, traders and customers ask how much
Drivers and explorers ask where
Policeman ask who
Historians ask when
Philosophers ask what
Teachers ask do you know

What type of questions have you asked before? Why do you ask questions? We ask questions because we are unsure of a certain issue or have no idea what this issue is about. Humans ask questions. When we are born, we start to ask what is this, what is that? When we are youths, we ask what we want? When we are adults, we ask what are we? When we are in old age, we ask what is death?
God ask questions too, however, not because that He don't know. He knows everything and can do everything. He ask questions for us to think, for us to repent or for us to further understand things.
In the Bible, there are many times that the Lord ask questions.
God may use questions which the answers are clear, for us to know that He is Lord. When the Lord instructed Moses to lead the Israelites out of Egypt, Moses was afraid that he could not do it and came out with reasons like he is slow of speech and tongue. The Lord answered him.
The Lord said to him:"Who gave man his mouth? Who amkes him deaf or mute? Who gives him sight or makes him blind? Is it not I, the Lord? Now go; I will help you speak and will teach you what to say."
Exodus 4 : 11
In Isaiah's Commission, Isaiah heard the Lord voice and responded. God may be looking for our response.
Then I heard the voice of the Lord saying, "Whom shall I send? And who will go for us?" And I said, " Here am I. Send me!"
Isaiah 6 : 8
Jesus Himself also asked questions to his disciples and those following him so that they could understand His words. For some parables, He ask questions too so that the people could think about it and reflect on themselves.
While mentioning the parables of the good Samaritan:
On one occasion an expert in the law stood up to test Jesus. "Teacher," he asked, "what must I do to inherit eternal life?"
"What is written in the Law?" he replied. "How do you read it?"
He answered: " 'Love the Lord your God with all your heart and with all your soul and with all your strength and with all your mind'; and, 'Love your neighbor as yourself.'"
"You have answered correctly," Jesus replied. "Do this and you will live."
But he wanted to justify himself, so he asked Jesus, "And who is my neighbor?"
In reply Jesus said: "A man was going down from Jerusalem to Jericho, when he fell into the hands of robbers. They stripped him of his clothes, beat him and went away, leaving him half dead. A priest happened to be going down the same road, and when he saw the man, he passed by on the other side. So too, a Levite, when he came to the place and saw him, passed by on the other side. But a Samaritan, as he traveled, came where the man was; and when he saw him, he took pity on him. He went to him and bandaged his wounds, pouring on oil and wine. Then he put the man on his own donkey, took him to an inn and took care of him. The next day he took out two silver coins and gave them to the innkeeper. 'Look after him,' he said, 'and when I return, I will reimburse you for any extra expense you may have.'
"Which of these three do you think was a neighbor to the man who fell into the hands of robbers?"
The expert in the law replied, "The one who had mercy on him." Jesus told him, "Go and do likewise."
Luke 10 : 25 - 37
God is so wonderful. He knows everything and this is comforting.
"For My thoughts are not your thoughts, nor are your ways My ways," declares the Lord. For as the heavens are higher than the earth, so are My ways higher than your ways and My thoughts than your thoughts.
